The Schultz Brothers Company was established in 1911 before changing its name to “Schultz Brothers Company Wholesale Grocers” in 1920. The Company became Piggly Wiggly after signing a franchise agreement in 1949 and operated in southeastern Wisconsin.

The first Piggly Wiggly franchisers started in Sturgeon Bay, Manitowoc, Green Bay, and Kaukauna. It is unclear why “Piggly Wiggly” was the chosen name, however, the company’s marketing has led to great success.

Paul Skogen acquired various stores from 1946 to 1976 before his sons, Dave, Gary, Tom, and and his wife, Barb, assumed operations. The four saw a shift in consumer trends and decided the store needed a new design. The new design became the first Festival Foods store opened on June 29, 1990, in Onalaska, Wisconsin.
